A Study about Practical Experiences Government Social Welfare Workers as Social Worker: A Grounded Theory Approach

Abstract
This study is about the practical experiences of government social welfare workers, and has studied practical experiences of social workers based on their oral statements. We approached grounded theory method. Ten government social welfare workers participated this research. Data were collected by in-depth interview. Results as follows: In opencoding 170 concepts, 40 subcategories and 13 categories have been composed. And the study reviewed the practical experiences and identity development as government social workers of the participants. In axial coding, casual conditions are social welfare in terms of stabilization and development, the gap between the ideal and reality. Phenomenon showed as dependence on inertia at work, enduring to maintain. contextual conditions showed as work exhaustion, negative self image. Intervening conditions are social worker as bullet-proof job, government welfare omnipotence and formalism. Resulted as human rediscovering. In selective coding selection of core category and analysis of types have been conducted. Core category showed as ``break away from anarchy and find new ways in structural limitations``. Types are re-organizing experimental environment type, self escape type and reality satisfaction type. Finally, In purpose to support social welfare values and improve the horizontal equity of civil and government relations, the paper is suggesting to provide chances to recharge, revise promotion systems and making of protection system joined with the local community.
